Babies and toddlers are able to understand and wish to express themselves long before they have mastered the skills of speech and language. The inability to communicate is frustrating for them and this can lead to tantrums; you interpret it as bad behaviour, but for them it is a way of venting their frustration at not being able to get their message across. Teaching babies sign language helps them to communicate with you long before they have a command of speech.
